Mike Safeguards American Jobs
Turner remains concerned about US manufacturers who are impacted by unfair trade practices giving foreign competitors an inequitable advantage over US companies. Congressman Turner is supportive of legislation that will level the playing field for American companies and he thinks that existing laws should be vigorously enforced. Recently Congressman Turner introduced the Reciprocity and Fairness in Foreign Investment Act (H.R. 4959), which would require fundamental fairness in global economy investment opportunities, both here and abroad. This bill basically says if we can't own it in your country, you can't own it in ours.

Turner Champions Service Men and Women
Turner was a leader in the fight for legislation that increased military service compensation and hazard pay for US soldiers in Iraq and Afghanistan. He has also worked to ensure that US soldiers have the best protective equipment available and the resources necessary to complete their mission. He voted to increase veteran’s health care benefits, housing allowances, insurance benefits and education opportunities. One of Congressman Turner’s top priorities for his next term is to continue his staunch support for our soldiers across the world and at home.

Turner for Restrictions on Illegal Immigrants
Turner believes that immigrants who come here should arrive through legal channels and should contribute, rather than be a burden to our society. Congressman Turner believes that the nation should tighten its immigration laws, and he opposes amnesty to foreigners who are in the US illegally. He is a co-sponsor of legislation that would change the Constitution to require that only American citizens be counted for purposes of distributing seats in the US Congress. Currently even illegal immigrants are counted when House seats are apportioned, which results in representation moving from Ohio to areas with high numbers of immigrants.

Mike Shields Wright-Patterson Air Force Base
As a member of the House Armed Services Committee, Congressman Turner has fought for increased spending on national defense and has worked in Congress to keep Wright-Patterson Air Force base strong and its jobs intact. As the top employer in the Congressional District, Wright-Patterson is an important driver to the local economy. Turner was successful in positioning the base to expand during the recent BRAC process. He will continue to focus on national issues that impact Wright-Patterson.

Turner Legislation Brings Economic Development to Brownfields
Turner has introduced legislation (H.R. 4480) to expedite the development of abandoned and underutilized industrial sites, called brownfields, in order to spur economic development, create jobs and revitalize neighborhoods and communities. He recognizes that many cities and towns are afflicted with these abandoned factory sites that blight the surrounding neighborhoods. Once brownfield sites are redeveloped they can provide jobs and tax benefits, becoming a neighborhood anchor instead of a problem. He is committed to passing legislation that will make it economically feasible to reclaim and redevelop brownfields.

Mike Takes Leadership Roles on Congressional Committees
Turner was named Chair of the Government Reform Subcommittee on Federalism and the Census. The subcommittee has jurisdiction over all matters relating to inter-governmental relations and aid to the States and localities, including unfounded mandates, grant management reform, brownfields clean-up and redevelopment, and infrastructure; all matters relating to population and demography generally, including the Census, and the Bureau of Economic Analysis, and all matters related to the oversight of housing and urban development. He also serves on the House Veterans’ Affairs Committee, where he was named the co-chair of a special Threats Panel. The appointment is part of the Committee’s Defense Review Process and helps determine the military service structure and military platforms necessary to protect the US against the threats while assuming the least amount of risk.

Turner Working for International Air and Trade Show in Dayton
Turner secured $1 million in federal funding for a feasibility study on the establishment and operation of a biennial international air and trade show in the Dayton area. Such an air show would acknowledge the region’s important role in the aerospace industry as well as provide jobs and economic development dollars from increased tourism.

Mike Secures Millions for Third District Projects
Turner has been successful in bringing millions of dollars back to the district, including funding for Wright-Patterson Air Force Base, funding for redevelopment in downtown Dayton, funding for highway improvements on 1-75 in Montgomery County, funding for expansion of Clinton Memorial hospital, and funding to explore the feasibility of a biennial international air and trade show located in Dayton. Turner will continue to advance local priorities and secure federal partnerships.

Turner Leads Major Urban Initiative
Turner was named by the Speaker of the House to head up a new national Saving America’s Cities working group to focus on improving economic development in cities. The group was charged with outlining a list of goals and principles to help urban America, tracking legislation that meets the goals of the group and working with committees and Chairmen to help influence the direction of the bills. The group will address brownfield redevelopment, public and market rate housing, job creation, historic preservation, and work to encourage private investment in urban areas. Congressman Turner will draw upon his expertise in urban issues gained during his two terms as Dayton’s Mayor and work to address the unique challenges facing cities on a federal level.

Turner Plays Critical Role in Saving CDBG
Since coming to Congress, Mike Turner has worked to maintain the federal government’s longstanding commitment to economic development in cities. In 2005 he led the fight to preserve funding for the Community Development Block Grant (CDBG) Program, one of the federal government’s most effective economic and community development programs.

Mike Protects our National Heritage
As Mayor of the City of Dayton, Congressman Mike Turner developed and implemented several award winning initiatives to preserve Dayton’s historic properties and neighborhoods. As the representative for Ohio’s Third Congressional District, Mike Turner continues his commitment to protecting America’s historic treasures as the founder of the Congressional Historic Preservation Caucus. The goal of the Caucus is to support the preservation and thoughtful economic development of historic places, and elevate the importance of historic preservation as a matter of public policy. Recently Turner toured historic structures in hurricane-ravaged New Orleans and held a subcommittee hearing on historic preservation in the Gulf Coast region. For his work in historic preservation, the National Trust for Historic Preservation awarded Turner the Restore America Hero award that honors individuals who have demonstrated a strong commitment to preserving the historic and cultural legacy of American history.

Mike Working to Assure Quality Healthcare
Turner has been a leader in the effort to reform medical liability laws to safeguard patient access to care, keep the cost of medical care down, and ensure that talented doctors will remain in Ohio. He is concerned that citizens in the district continue to have the ability to acquire first class health care, and has secured funding for hospital improvements in Montgomery and Clinton counties.

Turner Aided Job Preservation in Wilmington
When DHL/ABX Inc announced that they would be consolidating their Wilmington Airpark and Cincinnati/Northern Kentucky International Airport hub operations, Turner took the lead in Washington to protect over 6,000 jobs, mainly in Clinton County. By working with DHL/ABX, local officials, the Governor’s office, and the Ohio Congressional Delegation, Mike helped prevent the area’s largest employer from relocating jobs out of the area. The DHL project is a good example of the Congressman’s commitment to protecting jobs and supporting local community priorities.

Mike Helped Residents Stop Nerve Gas Dumping
Turner stopped the US Army from sending a byproduct of the deadly VX nerve gas to the Dayton region where plans called for it to be discharged into the Montgomery County wastewater system. Working with community and Congressional leaders, Mike intervened and was successful in preventing the Army from bringing VX nerve agent into the Third district. Congressman Turner will continue to be responsive to the needs of his constituents and to take a leadership role in building coalitions on important local issues.

Mike Believes in Quality Education for Every Child
Turner is a supporter of initiatives that increased federal spending on education and put in place school accountability measures. He knows that a sound educational foundation is vital to the future success of every child and of our country. He will continue to promote legislation that increases accountability and makes our public school system better.

Turner Guards Senior Interests
Turner has come out strongly in support of preserving the nation’s Social Security system and against proposals to privatize Social Security. He worked to pass legislation to create a voluntary prescription drug benefit for senior citizens under the Medicare program that will give seniors access to more affordable prescription drugs. He will continue to protect social security and Medicare and work in the best interests of seniors.
